Tina Scott Boyd has over 30 years of experience in business development and government relations with a focus on the state and local government market. Kimberly Manning


Kimberly Manning has over 30 years of experience in community relations, government relations, project management, event coordination and production management.  In Manning’s extensive career, she has served as a Director of Government Relations, Chief of Staff and Director of Administration. In these roles she has managed task forces, supervised administrations and served as a governmental liaison. Today, she is a key member of the TB&A staff where she lends both her skill set and vast resource of local relationships to help guide TB& A’s client projects in the right direction.

Nicole Copeland

Nicole Copeland has over 16 years of project management experience and a long-standing reputation for her work developing diversity programs on major infrastructural projects. She has worked on some of the region’s largest development projects such as the National Harbor, the Inter-county Connector (ICC) , NOMA, Capital Quarter and the Southwest Waterfront.  For four years, she also served as the DBE Outreach and Supportive Service Project Manager on the Maryland Department of Transportation’s $1.8 billion ICC Project. Today, Copeland is an invaluable member of TB&A; where she lends her extensive experience and considerable resources.


Stacee Hemby


Stacee Hemby is a Native Washingtonian with experience working very closely with District of Columbia Government. She served as Outreach Coordinator on countless District of Columbia projects over the years including the District Department of Transportation (DDOT) Revitalization of Martin Luther King Jr. Avenue, SE, DDOT Cleveland Park Streetscape and Drainage Improvement, DC Water First Street Tunnel-Doors of Perception, and the DDOT 11th Street Bridge Project. Stacee’s experience includes community outreach coordination and management; event planning; administrative and document support; timekeeping; troubleshooting and problem solving; database development and management; data collection and analysis; customer service; office management and contract administration. She attended Howard University and is a resident of Ward 1.

Kianna Fowlkes


Kianna Fowlkes is a management consultant with over 15 years of experience. A conceptual and analytical thinker, Kianna effectively and efficiently manages projects and programs, improves and documents business processes, and provides financial analyses and modeling. Kianna’s keen ability to evaluate complex situations and employ appropriate solutions aids her in the management of a broad array of tasks performed for TB&A’s clients. On a continual basis, Kianna performs critical thinking analysis using best industry practices and facilitates resolution and agreement assessments on key program issues. Kianna holds an MBA from The University of North Carolina at Chapel Hill and a BS from Howard University.

Carolyn Blasinsky

Head Graphic and Web Designer

Carolyn Blasinsky is a senior-level designer with over 12 years of experience in print, digital and web design. As TB&A’s head graphic and web designer, Carolyn has supported many high profile projects in the DC Metro area such as The New Frederick Douglass Memorial Bridge Project. She also designs the branding, print collateral and websites for projects that include the Rehabilitation of the East Capitol Street Bridge, Safety Improvements on New Jersey Avenue NW, Rehabilitation of Anacostia Freeway Bridges Over South Capitol Street, and 14th Street NW Streetscape. Ms. Blasinsky holds B.A. degrees from Virginia Tech (Art and English) and George Mason (Graphic Design) and earned an M.F.A. in Integrated Design from the University of Baltimore. 

Rayisha Quarrie


TB&A Community Outreach Specialist, Rayisha Quarrie, helps build sustainable grassroots connections and relationships with residents, business owners and stakeholders. She is energetic, organized, and relatable and is committed to community engagement on behalf of TB&A’s clients. As a trusted and valued team member, Ms. Quarrie has supported the DC Department of Transportation (DDOT) on projects such as DC Streetcar, Minnesota Avenue Revitalization Phase 1 and the Asset Management Citywide (Local) Alley and Sidewalk Enhancement Program. Rayisha has developed an understanding and sensitivity to the public’s concerns, a trait that has gained her trust with residents, business owners, government officials and community leaders.

Enora Moss


Enora Moss has nearly 20 years’ experience in television and radio broadcasting. She served as communications coordinator for the City of
Chattanooga’s Mayor’s office and the Department of Youth and Family Development. Moss is a digital content creator and project manager for TB&A
LLC. Moss’s experience includes outreach coordination, timekeeping, database development and management, customer service, SEO analysis
and office management. She has a master’s degree from the University of Phoenix in the Administration of Justice and Securities. She was the recipient of the Neighborhood Trailblazer Award for Community Engagement from the Neighborhood Leadership Institute – City of Chattanooga Department of Community and Economic Development.

Patrice Brooks


TB&A Community Outreach Specialist, Patrice Brooks, engages district residents, business owners, non-profits, and stakeholders by establishing connections and building relationships. She possesses strong interpersonal skills and can effectively communicate with a wide range of individuals and constituencies from diverse backgrounds. Patrice’s experience includes community outreach coordination, event planning, as well as administrative and document support. Patrice has supported various projects within the District of Columbia such as the DC Department of Transportation (DDOT) Frederick Douglass Memorial Bridge, DDOT’s moveDC multi-modal transportation plan, Pepco’s Capital Grid Project and more. Patrice is continually committed to community engagement on behalf of TB&A’s clients, she is a trusted and valued team member.

Jaimie Canterbury


As part of the grassroots outreach marketing team, Jaimie Canterbury provides stakeholder engagement and events promotion support for TB&A clients. He has strong interpersonal skills and is team oriented. Additionally, he is a multi-faceted professional with a wide range of experience in the marketing industry. His most recent experience includes informing and engaging communities about upcoming stormwater management projects using community meetings, quarterly summits, and various outreach strategies. He has also provided a wide range of administrative support to clients from developing presentations and research to managing scheduling for large teams. Jaimie earned a B.S. in Sports Management with a minor in Business Administration from St. John’s University in Queens, New York.

Pamela Nieto


Pamela Nieto is a multicultural and bilingual innovative communications professional with more than 11 years of public relations and marketing experience. Pamela specializes in creating and implementing integrated marketing and communications plans that build measurable brand awareness, and position companies as thought leaders to create social impact. Her expertise includes, but is not limited to, multicultural marketing communications, digital marketing and brand development, media relations and event planning and promotion. She currently provides social media and marketing support to one of TB&A’s newest clients, moveDC, a new initiative for the District Department of Transportation. Pamela received a B.A. in advertising from The Art Institute of Washington and an Associate of Arts degree in business from Richard Bland College of the College of William and Mary.

Justin Nance


Justin Nance has provided grassroots marketing and community engagement support to several TB&A clients including the District Department of Transportation Streetcar project, the Kennedy Street Streetscape & Branding project, and the Sligo to Liden PEPCO project. His experience spans across a variety of disciplines from construction outreach and workforce development to staffing and special events, and his skills include project scheduling, planning and client relations. Justin has a strong ability to work in fast-paced environments requiring organizational, technical, and interpersonal skills, multi-tasking, and time management. His grassroots support has included notifying residents and business owners of construction, distributing collateral at community events, and collecting data from residents to better improve communications efforts. Justin holds a bachelor’s degree from North Carolina Agricultural & Technical University.

Peyton Manning


Peyton Manning has extensive experience in providing community relations and stakeholder engagement support. Most recently, Peyton coordinated communication to stakeholders regarding public meetings and assisted with the day-to-day outreach activities for the District Department of Transportation’s Concept Design of Chestnut Street NW from Oregon Avenue to Western Avenue. He also provided community engagement support and assisted in the development of marketing collateral for the Kennedy Street Revitalization Georgia Avenue to North Capitol Street NW Project. Peyton received a Bachelor of Arts degree in Kinesiology from the University of Maryland.

Jam Kendrick


Jam Kendrick is a seasoned Community Outreach Specialist with a record of successful community service and engagement. Her unique abilities enable her to formulate beneficial solutions, which have made her a valued asset to the TB&A team. Using her knowledge of community relations and her extensive outreach experience, Jam has developed solid skills that give her a wide grasp of goals and objectives for a variety of programs and services. Her current work includes organizing the Prince George’s County schools participating in the storm water retrofit and student planting programs; preparing initial Construction Outreach Plans and attending regular contractor pre-construction/construction update meetings and distributing the information. Jam is a dedicated professional whose keen insight enables her to use her extraordinary skills to develop and maintain solid interpersonal communication avenues with all partners.

Leslie Green


Leslie, a native Washingtonian, has more than 15 years of experience as a communication and public relations professional, serving in both the public and private sector. Leslie specializes in media relations, messaging and content development, and social media management. She currently serves as the social media manager and chief writer for the official quarterly publication of the District Department of Transportation’s New Frederick Douglass Memorial Bridge project. Most recently, Leslie served as the Director of Communications for D.C. Entertainment Office (formerly the Office of Motion Picture and Television Development), where she was responsible for creating and implementing the communication and marketing strategies for the agency. Her clients have included The Bill & Melinda Gates Foundation, the United Nations Foundation’s “Girl Up” Campaign, and social entrepreneur Peter Hirsch. She received a bachelor’s degree in English from the University of Virginia and master’s degree in communication from Howard University.

Amber Williams


Amber Williams is a branding specialist, storyteller, and creative director with over 10 years of experience. A conceptual and strategic thinker, Amber directs the creation of several communications initiatives, with consideration to business goals and multidimensional stakeholder audiences. Amber’s cross-functional experience in multiple marketing disciplines, including public relations, social media, online reputation management, brand strategy and storytelling allows her to effectively lead new branding communications initiatives for TB&A clients. On a continual basis, Amber writes messaging concepts for project video scripts, newsletters, and other branded materials, provides artistic direction for collateral layouts, website design, and community engagement initiatives, and offers insights on tools and technology for digital integration. She holds a M.S. in integrated marketing communications from The Medill School at Northwestern University and a B.S. in psychology/pre-law from Florida A&M University. Her work and thought leadership on branding and communications has been featured in Forbes, Black Enterprise and The Washington Post.

Jerrell Johnson


Jerrell Johnson has worked on a variety of projects including DDOT 11th Street Bridge, DC Streetcar, and Ledroit Park GI Challenge, among others. His skills include competency in the foundational knowledge, concepts and terminology required to perform tasks related to green infrastructure construction and inspection and maintenance. Johnson’s certifications include National Green Infrastructure and several from the American Red Cross. He has extensive experience providing grassroots and community relations support. Johnson has a long history of engaging with ANCs, businesses, members of the community and a variety of other stakeholders. He attended Norfolk State University and resides in Ward 7.

Jerry Johnson


Jerry Johnson, Outreach Coordinator with TB&A, is an Air Force Veteran having served as a security forces member as part of Operation Iraqi Freedom. Having worked on a variety of projects at TB&A, he routinely cultivates relationships with ANC Commissioners and other community stakeholders. Johnson manages a staff of four to coordinate outreach efforts to resolve community concerns and to organize stakeholder events. He analyzes the effectiveness of his activities through the collection of surveys and by through routine reviews of event data. He holds a Business Marketing degree from Norfolk State University and he lives in Ward 6.
